Improving the recuitment and mobility of researchers and countering the loss of talent is a prerequisite for the success of the European Research Area.

The challenge is to provide the intellectual, cultural and financial incentives to retain European researchers and to attracte non-European researchers to Europe. It can be met by supporting mobility of researchers and devising career paths that function as an integrated whole.
